Comments on Ohio EPA's draft proposal to establish
a 260 lb/year mercury emission threshold before an
air permit is required and emissions based threshold
proposed rules allowing numerous airborne toxicants
[including known and suspected carcinogens]
to be emitted without air permit requirements can be
