Association (CELA) is a non-profit, public interest organization.
CELA uses existing laws to protect the environment and advocates for
environmental law reforms. Whether it is toxic contamination,
inadequate land use controls or misguided water export proposals,
CELA advocates for prevention-oriented solutions to obtain long-term
sustainability of finite resources. Extensive collections of
