Dear Friend of the Great Lakes: The Great Lakes Commission is soliciting proposals to conduct a strategic review and organizational assessment of the Commission's role and effectiveness in serving the Great Lakes states and provinces. Based in Ann Arbor, Mich., the Great Lakes Commission is an interstate compact agency with a binational mission serving the Great Lakes states and provinces. The organization promotes sound public policy on issues involving the use, protection and management of the water and related natural resources of the Great Lakes Basin and St. Lawrence River. The strategic review and organizational assessment is expected to accomplish three principal tasks. First, it will provide essential guidance to the Commission's members before they undertake a search process to fill the currently vacant Executive Director position. Specifically, the review and assessment will help define the desired qualifications, roles, responsibilities and expectations for this position. Second, the review and assessment will provide the Commissioners with important information about the organization's current activities and programmatic focus as it serves member states and provinces, and the broader region. Finally, it will contribute to a strategic planning process which the Commission began in 2003, and will culminate in September 2005. Interested applicants should prepare a brief (5 pages or less) proposal for conducting a strategic review and organizational assessment of the Great Lakes Commission.
