Manufacturing Technology Initiative -- Briefing
The House Manufacturing Task
Force on Thursday, May 11, will host a briefing on the Next Generation
Manufacturing Technology Initiative (NGMTI), a public-private partnership within
the Department of Defense that focuses on enhancing and accelerating the development and implementation of breakthrough manufacturing
technologies in support of the transformation of the defense industrial
base and the global economic competitiveness of U.S.-based manufacturing.
NGMTI partners with a wide array of companies, universities, and labs
in order to create strategic investment plans for innovative manufacturing
technologies, as well as to drive the implementation of those technologies
through industry-led research projects. The May 11 briefing will run
from 2:30 pm until 3:30 pm in 2247

Petroleum Data – Letter
The Northeast-Midwest Senate and Congressional
Coalitions are circulating letters that ask the Department of Energy to
reconsider its decision to halt the collection of domestic and imported
crude oil data. The House letter is spearheaded by Reps. John McHugh
(R-NY), Marty Meehan (D-MA), Steven LaTourette (R-OH), and Thomas Allen
(D-ME), while the Senate letter is led by Senators Robert Menendez (D-NJ)
and Arlen Specter (R-PA). The Dear Colleague letter declares,
“With crude oil prices reaching $75 a barrel and growing public
demand for increased transparency in oil markets, we are in no position to
eliminate this vital government data collection and market
analysis.” The signature deadlines are May 11 for the Senate

Invasive Species – Dispersal
Barrier Funding
Great Lakes Senators recently added an amendment to the
fiscal 2006 Emergency Supplemental Appropriations bill that provides
$400,000 for the Corps of Engineers to continue operating for another year
Barrier I in the Chicago Ship
& Sanitary Canal.
Senators George Voinovich (R-OH) and Barack Obama (D-IL) sponsored the
amendment. Additional funding is needed to ensure that the Corps did
not have to shut down this electric barrier that protects the Great
Lakes from the Asian carp. The spending bill now must
be conferenced before being sent to the president. Contact: Joy Mulinex at the Great

LIHEAP – Letter
The Northeast-Midwest Senate Coalition is circulating a
letter asking appropriators to provide $5.1 billion for the Low Income Home
Energy Assistance Program (LIHEAP) in fiscal 2007. The letter is
spearheaded by Senators Jack Reed (D-RI) and Susan Collins (R-ME). In
March 2006, during consideration of the Senate budget resolution (S. Con.
Res. 83), the Senate adopted an amendment, by a 51-49 vote, to increase
LIHEAP funding to $5.1 billion, the full level authorized by the Energy
Policy Act of 2005. The signature deadline is noon on

CDBG and other HUD Programs –
Letter
The Northeast Midwest Senate Coalition is circulating a
letter that asks appropriators to support for the Community Development
Block Grant (CDBG) and related programs at the Department of Housing and
Urban Development (HUD). The letter is led by Senators Debbie
Stabenow (D-MI), Rick Santorum (R-PA), Norm Coleman (R-MN), and Robert
Menendez (D-NJ). The Senate expressed bipartisan support for
HUD’s community development programs, specifically passing an
amendment to the fiscal 2007 Budget Resolution to fund the CDBG program at
$4.3 billion, which would restore funding for CDBG to the fiscal 2004
level. The letter asks that the allocation to the TTHUD
Appropriations Subcommittee reflect the will of the Senate and provide the
necessary funds to provide at least $4.3 billion for CDBG and related
programs in fiscal 2007. The signature deadline is Friday, May

Cogeneration in the Northeast –
Conference
The Northeast Combined Heat and Power Initiative on May
11 will sponsor its annual meeting at the University of Southern
Maine in Portland.
The conference’s focus will be on reducing energy costs through
recycled energy. Information on the meeting can be found at www.northeastchp.org/nechpi
Modern Electricity Grid –
Northeast Conference
A Northeast regional summit on Modernizing the Grid will
be held on June 25 – 27, 2006, at the
Cranwell Resort in Lenox, Massachusetts.
Participants will help build a shared agenda for modernizing the regional
and national electricity infrastructure. Future investments in the
electricity industry must be carefully directed toward improving
reliability and efficiency while reducing costs and environmental

Electricity Innovation – Article
and TV
A new article and web cast make the case for increasing
innovation and efficiency within the U.S.
electricity industry. The article, “Let Electricity
Innovation Thrive,” is in the latest issue of the journal of the
U.S. Association of Energy Economics. The web cast appears on E&E
TV’s “OnPoint”
broadcast.
