Great Lakes Restoration
– Legislation
Senators Mike DeWine (R-OH), George Voinovich (R-OH),
Carl Levin (D-MI), and Debbie Stabenow (D-MI) have introduced legislation
that codifies the Great Lakes Executive Order in order to permanently
establish the federal Great Lakes Interagency Task Force and the Great
Lakes Regional Collaboration. The Senate Environment and Public Works
Committee on May 23 will mark up that bill, as well as the Great Lakes Fish
and Wildlife Restoration Act (S. 2430).
A committee amendment to S. 2430 will: (1) add
to the definition of "regional projects" in order to require that
these projects impact multiple states or tribes; (2) change the annual
reporting requirement so that the Fish and Wildlife Service (FWS), rather
than produce an annual report, will be required to put the same data on a
website for public access; (3) require the FWS to continue to monitor the
status of fish and wildlife resources and to update the Great Lakes Fishery
Resources Restoration Study as needed; and (4) allow the FWS to roll any
unused regional project funds back into restoration grants.

Rivers, Trails, and Conservation
Assistance -- Letter
Senators Susan Collins (R-ME) and Carl Levin (D-MI) are
seeking signatures on a letter that asks appropriators for an additional $2
million for the Rivers, Trails, and Conservation Assistance (RTCA) program
of the National Park Service. Through extensive partnerships between state,
federal, and local interests, RTCA helps restore rivers, preserve open
space, and develop trail and greenway networks – all enhancing
quality of life and close-to-home recreation opportunities.

Modern Electricity Grid –
Northeast Conference
A Northeast regional summit on Modernizing the Grid
will be held on June 25 – 27, 2006, at the
Cranwell Resort in Lenox, Massachusetts.
Participants will help build a shared agenda for modernizing the regional
and national electricity infrastructure. Future investments in the
electricity industry must be carefully directed toward improving
reliability and efficiency while reducing costs and environmental
