GLIN==> EPA Issues the "Coal Burning Ethanol Plant" Rule

Bush Administration issues final rules to relax Clean Air Act requirements
for ethanol plants by designating the major stationary source threshold for 
fuel ethanol plants at 250 tons per year rather than the current 100 
tons per year threshold that has been in effect for nearly 30 years.

The rule will also allow sources to exclude fugitive emissions from contributions 
to the 250 ton threshold.

In practice, the rule will grease the skids for massive conversion in the 
ethanol industry from natural gas firing to coal firing, for both existing and 
planned future facilities.
