Procedures for Public Hearings

1. Anyone may make oral statements to the Commissioners on a first-come, first-served basis (except for elected officials who may speak first, if they wish). Anyone who has already made an oral statement at the hearing, or at a previous hearing, may provide additional comments after others have had their first opportunity to speak.

2. Those who wish to speak must first register at the door. This registration will be the speakers list.

3. Oral statements will be limited to 5 minutes per speaker. Speakers may submit longer comments in writing, providing ten copies for the use of Commissioners and Commission staff.

4. Speakers may provide pictures or slides to support oral statements and should bring ten (10) copies so Commissioners and IJC staff can follow along. No slide shows or multi-media presentations will be shown at the public hearings. Pictures, slide shows or multi-media presentations (in commonly available file formats) may also be sent by email or on disk for receipt by the July 11, 2008 deadline.

5. Written comments may be sent by email, fax or regular mail for receipt by July 11, 2008 at 4 pm.

6. All speakers must use the microphone(s) provided so a complete transcript can be kept and to facilitate interpretation at the two hearings Quebec. Comments provided without a microphone will not be included in the transcript.

7. The proceedings will be recorded, and transcripts posted to the IJC's web site.
