Great Lakes Fish Monitoring Program:
Fish Homogenization Services
As part of its support to the United States Environmental Protection Agency
(U.S. EPA), Computer Sciences Corporation (CSC) is seeking the services
of a laboratory who can prepare homogenized fish tissue composite samples
from fish collected from the Great Lakes. This work will support
the Great Lakes Fish Monitoring Program (GLFMP) administered by the U.S.
EPA Great Lakes National Program Office (GLNPO). The selected bidder
must be able to effectively complete the objectives of the tasks described
in the Statement of Work (SOW) including:
1. receive fish from field sampler teams and
store (frozen) the fish appropriately,
2. scan and retrieve (when applicable) coded
wire tags from each fish (coded wire tag wand will be provided),
3. maintain fish fin clips and otoliths when
applicable,
4. determine the sex and age of each fish,
5. remove and maintain fish scales for each
fish for archival purposes,
6. composite and homogenize fish samples,
7. prepare mega-composites,
8. prepare non-routine samples,
9. aliquot homogenized samples into various
containers of appropriate size and material for each recipient,
10. store frozen sample aliquots until the aliquots
are scheduled to ship to the designated recipients,
11. ensure the sample homogenization and process
for creating aliquots does not introduce contamination for the target analytes
listed in Table 1 of the SOW, and
12. prepare and provide data reports and deliverables.
CSC will task the bidder to perform specific activities under this SOW
through task orders. The bidder cannot proceed with activities specified
in this SOW until receipt of task orders authorizing the specific activities
to be performed.

Responses to this solicitation must be submitted electronically to the
CSC Study Coordinator, Molly Middlebrook Amos, no later than 5 p.m. Eastern
Time Wednesday, August 13, 2008. Interested bidders must
provide a completed and signed bid sheet, along with a signed cover letter
providing bidder contact information, and acknowledging your interest in

Bidders may submit questions regarding the program to the CSC Study Coordinator,

via e-mail no later than 5 p.m. Eastern Time Monday, August 4, 2008. CSC
will compile all bidder questions, respond to the questions, and provide
all questions with responses to each and every bidder by Wednesday, August
6, 2008 via e-mail.
Following receipt of bid packages, we expect that a one-week period will
be needed to review and reconcile any issues on the bid packages, and anticipate
that the purchase order will be awarded on or about October 1, 2008. CSC
will award the contract on the basis of “best value” to U.S. EPA, not
