We received four requests for clarification.
The responses to these questions are being provided to all potential
bidders. Because these responses should not affect the pricing structure,
the deadline for responses to this solicitation will not be extended a
second time. Each clarification is numbered followed by the appropriate
response.
Clarification #1: Please
explain how CSC derived the need for eleven (11) mega-composites. It
seems as though ten (10) is the appropriate number.
Response: Per the SOW,
"The Sample Prep Lab must prepare mega-composites for each of the
five lakes per fish species. A mega-composite is comprised of equal
amounts of each of the composites per fish species created for each lake.
The Sample Prep Lab must prepare:
Lake Huron – one mega-composite for
lake trout and one mega-composite for Coho salmon
Lake Erie – one mega-composite for
walleye, one mega-composite for steelhead trout, and one mega-composite
for lake trout
Lake Ontario – one mega-composite for
lake trout and one mega-composite for Coho salmon
Lake Michigan – one mega-composite
for lake trout and one mega-composite for Coho salmon
Lake Superior – one mega-composite
for lake trout and one mega-composite for Coho salmon"
This results in two (2) mega-composites
for Lake Huron, three (3) mega-composites for Lake Erie, two (2) mega-composites
for Lake Ontario, two (2) mega-composites for Lake Michigan, and two (2)
mega-composites for Lake Superior resulting in a total of eleven (11) mega-composites.
Clarification #2: Is the
Sample Prep Lab responsible for recovering the otoliths or will the field
samplers recover the otoliths?
Response: The Sample Prep
Lab will not be responsible for recovering otoliths. If the field
samplers collect the otoliths in the field and ship those otoliths to the
Sample Prep Lab, then the Sample Prep Lab should document the appropriate
information and provide the otoliths to CSC.
Clarification #3: In the
Bid Sheet under Section 2.2.3.2 (row 20), the number of jars for the "80-g
sample in a 125-mL glass jar with a non-PTFE-lined lid" is listed
as one hundred eighty-eight (188). Should the actual number of jars
be listed as one hundred eighteen (118)?
Response: Yes, I apologize
for the error. This number should be one hundred eighteen (118).
Please see the attached revised Bid Sheet. The corrected number
appears in a red font. No other changes were made to the revised
Bid Sheet.
Clarification #4: The SOW
states the following:
"For this program, three separate
80-gram homogenate samples are placed into three separate 125-mL jars to
provide to the analytical laboratory including:
one 80-gram sample in a 125-mL glass
jar with a polytetrafluoroethylene (PTFE)-lined lid
one 80-gram sample in a 125-mL glass
jar with a non-PTFE-lined lid, and
one 80-gram sample in a 125-mL polypropylene
jar."
Could the Sample Prep Lab use two 125-mL
glass jars with PTFE-lined lids instead of one 125-mL jar with a PTFE-lined
lid and one 125-mL jar with a non-PTFE-lined lid?
Response: No. The
analytical laboratory is conducting analyses on fluorinated compounds and
requires the use of non-PTFE-lined lids with the glass jar. Although
the polypropylene jars and lids do not contain PTFE, glass jars are preferred
due to the potential diffuse of elements of the polypropylene jar into
the homogenate sample.

this solicitation are due on Monday, August 18, 2008 by 5:00 p.m. Eastern
Time.

Great Lakes Fish Monitoring Program:
Fish Homogenization Services
As part of its support to the United States Environmental Protection Agency
(U.S. EPA), Computer Sciences Corporation (CSC) is seeking the services
of a laboratory who can prepare homogenized fish tissue composite samples
from fish collected from the Great Lakes. This work will support
the Great Lakes Fish Monitoring Program (GLFMP) administered by the U.S.
EPA Great Lakes National Program Office (GLNPO). The selected bidder
must be able to effectively complete the objectives of the tasks described
in the Statement of Work (SOW) including:
1. receive fish from field sampler teams and
store (frozen) the fish appropriately,
2. scan and retrieve (when applicable) coded
wire tags from each fish (coded wire tag wand will be provided),
3. maintain fish fin clips and otoliths when
applicable,
4. determine the sex and age of each fish,
5. remove and maintain fish scales for each
fish for archival purposes,
6. composite and homogenize fish samples,
7. prepare mega-composites,
8. prepare non-routine samples,
9. aliquot homogenized samples into various
containers of appropriate size and material for each recipient,
10. store frozen sample aliquots until the aliquots
are scheduled to ship to the designated recipients,
11. ensure the sample homogenization and process
for creating aliquots does not introduce contamination for the target analytes
listed in Table 1 of the SOW, and
12. prepare and provide data reports and deliverables.
CSC will task the bidder to perform specific activities under this SOW
through task orders. The bidder cannot proceed with activities specified
in this SOW until receipt of task orders authorizing the specific activities
to be performed.

be needed to review and reconcile any issues on the bid packages, and anticipate
that the purchase order will be awarded on or about October 1, 2008. CSC
will award the contract on the basis of “best value” to U.S. EPA, not
