Another record year for Superior Midwest Energy Terminal
allowed the Lakes coal trade to register a slight increase – 1.3 percent
– over 2007. However, the trade failed to match its 5-year average,
and the dredging crisis was a major factor there. Even when water levels
peaked and a few cargos topped 67,000 tons, the largest vessels were still
forfeiting 4,000 tons of coal each trip. With water levels then beginning
their seasonal decline, loads shrank to the point that 62,000 tons was a big
