GLIN==> Estuary Restoration Act: Notice of Solicitation of Project Proposals



Good Morning,
Please see the announcement below for a solicitation of Estuary Habitat Restoration Projects. Great Lakes coastal projects are eligible to apply.


On behalf of the Estuary Habitat Restoration Council, the U.S. Army Corps of
Engineers is soliciting project proposals for estuary habitat restoration
projects. Notice was published in the Federal Register Vol.74, No.48, March
13, 2009, pages 10897--10902 and is attached in PDF format. Applications
will be accepted until close of business on May 12, 2009. The application
form is attached in Word and PDF format. The application form has been
approved for use by OMB - No. 0710-0014. These documents will also be
accessible at http://www.usace.army.mil/CECW/ERA/Pages/pps.aspx. A link to
the NOAA monitoring standards is in the application form and on
http://www.usace.army.mil/CECW/ERA/Pages/monitor_db.aspx. Prior to submitting
an application, sponsors should read these documents carefully as they
provide guidance as to what is required and what reviewers of the proposals
will be looking for. The final list of selected projects is anticipated in
early Fall 2009; proposed schedules should be prepared accordingly. If you

the Federal Register notice.


At this time the U.S. Army Corps has funds available for this program.
However, it is possible funds may come from any of the Council agencies for
projects with a Federal cost of less than $1,000,000. Sponsors will be
required to execute a written agreement with the funding agency. This may be
a Cooperative Agreement, the document used by most agencies. For some
projects funded by the U.S. Army Corps of Engineers it may be a cost-share
agreement. If a cost-share agreement is used, the U.S. Army Corps of
Engineers will not be giving the sponsors money but will do some of the
project work. Discussing proposed projects with the appropriate U.S. Army
Corps of Engineers district office prior to submitting the proposal will
assure that the estimated projects costs include the costs of the
implementing agency. In the past additional funds have not been made
available to selected projects to cover unexpected increases in project costs
so efforts should be made to assure that cost estimates are realistic.
