It appears that the methods for arriving at costs and  percentages may
hide the true complexity of just how much things "cost" and the
"returns" they in fact generate.    I  would guess that with the
approaches we are into the noise band.

This should not be surprising, because the regulations against which P2
(compliance improvements) returns are measured  do not affect each
activity the same way.  Additionally, the costs nor returns do not
capture the "externalities".

Last, the good old 80/20 rule can be a very self- fulfilling prophesy.
It seems to apply best for incremental changes or improvements, where
most of the available criteria are assumed to be locked in.  Consider,
for example,  the reduction of waste from cleaning operations vs
approaches that "don't get something dirty".
