small business legislation follow-up 2



The following is a link to a press release issued from Senator John Kerry's
office, which mentions Senate Bill 2483.  I have also included a copy of a
letter NPPR sent to the Senate Small Business Committee as well. NPPR also
sent a similar letter to Senator Bond (MO), the ranking member on the
committee.

Dear Senator Kerry:

I am writing on behalf of the National Pollution Prevention Roundtable
(NPPR), the largest membership organization in the United States working
solely on promoting pollution prevention, reducing waste at the source. 
NPPR has extensive experience working with small businesses on identifying
creative and cost-effective environmental solutions.  Through the
innovative work of NPPR members, thousands of businesses nationwide have
been provided technical and regulatory environmental assistance.  This
assistance has resulted in more efficiently run operations that are
cost-effective and environmentally sound.

NPPR's voting membership is from every state, comprises non-regulatory and
regulatory environmental agencies, including officials from the
Massachusetts Department of Environmental Protection (DEP) and the
Massachusetts Office of Technical Assistance (OTA), small business
assistance programs (SBAP's) and economic development offices.  Voting
members also include representatives from academic institutions such as the
University of Massachusetts' Toxics Use Reduction Institute (TURI) in
Lowell, Small Business Development Centers, Municipal and County
governments and regional governmental organizations such as the Northeast
Waste Management Officials' Association based in Boston, Massachusetts. 
NPPR also has a long list of non-voting affiliate members from industry,
non-governmental organizations and international organizations.  Our
network represents the most preeminent experts in the pollution prevention
field. 

We are writing to express support for your Roundtable meeting next Thursday
to discuss the benefits of Senate Bill 2483 and to request that NPPR be
included in the discussion.  It is important to hear from a variety of
small business environmental assistance providers before going further with
this legislation.  While the overall objectives of 2483 are commendable,
the specific provisions of the bill could duplicate services already
provided by many government agencies.  We feel strongly that provisions
ensuring partnerships take place amongst existing state environmental
assistance providers be contained in the legislation.  

We are eager to share our thoughts on this legislation and to provide input
to this important small business legislation. Our Washington D.C. Executive
