The Pollution Prevention Division at EPA has begun some exploration on
precisely this topic: the link between chemical security and P2. Thus
far, most of what I have uncovered harks back to the notion of
"inherently safer technology" and the concept that "what you don't have,
can't leak". It's straightforward P2 -- get rid of extremely hazardous
substances wherever and whenever possible! The key proponents of IST
seem to be Dennis Hendershot at Rohm and Haas, and a fellow by the name
of Trevor Kletz and his colleagues in the UK. Some links of interest,
and events of note, include:

The Center for Chemical Process Safety (of the Amer Institute of Chem
Engineers) has also been active in this area and has several books on
IST which I haven't seen yet, but hope to look at soon. They are also
