Your answer does a good summary of the forces shaping business
decisions. After all, where does altruism appear in the rules for being
a "CORPORATION"? The volunteerism we have witnessed appears to be more
of a result of the many pressures guiding a company to improve its
prospects for making money, including the appearance of being "a good
citizen" and " the stewardship of the environment" to the degree it
serves business objectives. Typically, these acts are based on a
relatively shorter time horizon compared to what environmental concerns
may require.
Even though the business decision-makers are people, with perhaps
children and grandchildren, by the time they are part of the machinery
of a large corporation, it might be similar to bombing from 30,000+
feet. You really aren't that aware and perhaps concerned with the
details as long as you can't be shot down.

Leif makes an extremely important point. There must be multiple drivers
if
voluntary programs are to work. That is why I and many others are so
focused on municipal level programs for P2 and more. Local goverments
and
communities provide a critical and EXTREMELY important driver to
motivate
companies in voluntary program. Lets be real, if you are not on the
legal
hook with EPA, why would you care what they think about your
performance?
What influence do they have with your business? In contrast, local
govts
and communities are totally important to companies and that is why we
should
be focusing more and more attention to educating and training them to
promote P2 to companies in their communities. Pretend you are a CEO and
try
saying "piss off" to the mayor and the school principal.
