Energy conservation incentives

I received a phone call this morning from someone who is interested in
knowing about energy conservation incentives for businesses.  Specifically,
a business may use a new chemical, and in doing so not have to heat the
chemical, thus using less energy.  They are marketing the product
nationwide, and I was wondering if there is one repository of information
about energy conservation incentives for businesses.  Can you help?
