I would advise you to contact David Boon with PETE:  they received 1.6 
million (!!!!)  from the US EPA Pollution Prevention Division to develop 
curriculum for community colleges this year.  He should have PLENTY of 
money to support this type of curriculum development.  I do not have his 
phone number, but I believe that he can be reached at the Front Range 
Community College in Westminister, Colorado (a suburb of Denver, 303 
area code) or by contacting the PETE office in Arizona (Phoenix area?). 
 The National P2 Roundtable may have the number as well (202-466-7272).

Rick Cobb (217 - 785-4787) of our Bureau of Water's Groundwater
Section offers the following responses to your questions:

"1.  Yes, the Illinois EPA's Groundwater Section uses GIS (ARC/INFO) and
ArcView) to display, and map modeled community water supply recharge
areas (Visual MODFLOW) in relation to inventoried existing potential
sources of groundwater contamination, land use zoning, geologic
susceptibility.  In addition, we relate this information to GIS date available
from the Illinois Department of Natural Resources (IDNR) and the USGS.
We have done a detailed field inventory, and file search for potential
sources of groundwater contamination for each community water supply,
and have coded the data into a relational database management system
(FoxPro).  The well locations and potential source scanned/and rectified
(e.g., rectified to the digital line graph roads [DLG]) into GIS.  Thus,
for the
groundwater systems, we have not needed any commercial data bases
to represent potential sources since we have the site specific data.

We have also used ARC/INFO and ArcView GIS to assess delineated
watersheds for community water supplies using surface water.  We
started doing this assessment on 40/114 surface water supplies with
pesticide drinking water standard violations.  In addition, we have done a
GIS analyses of the 7 supplies with nitrate drinking water standards
violations.  GIS has been used, for the above, to look at :  NPDES
discharges (classified by excess pollutant loads) (IEPA data);TRI
discharges (IEPA data) to POTWs and receiving streams; groundwater
susceptibility to pesticide and nitrate leaching potential maps (IDNR data);
digital elevation models or surface topography (USGS); Envirofacts Data
(e.g., RCRIS, CERCLA, PCS, AIRS [USEPA]), and 28 meter resolution land
cover data (IDNR).  Additionally, we have assessed the surface water
intakes on the large rivers (e.g., Mississippi, Illinois etc.,) by
progressively
looking at the information described above using a segmented watershed
approach, upstream from the intakes.

2.  We have done some preliminary evaluation of commercial data base
information on Illinois LUST locations, and using the DUN & BRADSTREET
data.  We are also trying to obtain USDA selected farm count data all ZIP
codes with five or more farms.  Data items include total number of farms;
farms by size; operator characteristics; cropland harvested, land use
characteristics; value of agricultural products sold; inventory and sale of
livestock and poultry items; and major crops harvested.  We will be using
this data with other information to estimate potential for crypto sporidia
impacts.

3.  We have not necessarily used a lot of commercial data bases, but the
tools that we have used to generate maps for local stakeholders have
been used very successfully to generate "awareness" of where locals
drinking water is coming from and what its vulnerability is to
contamination.  it is because of this general awareness that we have had
success with implementation of local source water protection programs. 
pollution prevention is an integral part of our strategy for managing
existing, and new potential sources of contamination.  (Reference Cobb,
R.P., A. Wehrmann, and R. C. Berg. 1995. "Guidance Document for
Conducting Groundwater Protection Needs Assessments, Illinois EPA
report).

In terms of experience with data bases that have not worked.  We were
doing a project with the Waste Management Research Center (Illinois
Non-Regulatory Assistance Provider), and they were using the Dun &
Bradstreet data base to potentially target businesses that have Class 5
injection wells.  The information was very inaccurate."

A company has asked me to check if anyone has a good
"checklist" they can use when procuring new products.  I would
guess the list would have various material management questions
such as check the MSDS, review various regs, look at handling,
storage and disposal options, etc.

Does anyone have any good information or know of any pertinent web sites
about voluntary ozone control programs.  These programs are local or state
initiaitves designed to eliminate ozone exceedances by reducing emission of
ozone precursors on days with predicted high levels of ozone formation  
San Francisco and Tulsa implemented the first programs in 1991.

Broward County DNRP is hosting a conference next month and they are
interested in learning about P2 solutions to ozone problems.

     You might want to check out the Pacific Northwest National Lab's 
     Affirmative Procurement web site:

     It is mostly oriented towards the procurement process at the National 
     Laboratory, but I think you'll find some useful materials, including a 
     checklist type document. 
     
     I also highly recommend the King County (WA) Recycled Product 
     Procurement Program's site:

     They don't have any checklists that I know of, but they do have sample 
     procurement contract language, policies, etc.

"checklist" they can use when procuring new products.  I would 
guess the list would have various material management questions 
such as check the MSDS, review various regs, look at handling, 
storage and disposal options, etc.
We have some basic "P2:" checklists, but I am looking for 
something a little "broader" in use.

Attached is part of a draft document I developed for procurement by
municipal agencies in northwest Indiana (covers office supplies, lighting,
cleaning/auto supplies, products with recycled content, etc.).  Eventually,
I would like to send such a document out to (preferably local) suppliers to
develop a database covering availability and cost of such products.

I am attaching this rather than putting it into email because it includes
several tables.

     The Information Technologies Working Group of the National Pollution 
     Prevention Roundtable is pleased to invite "proposals to present" for 
     the NPPR's 1998 Spring National Meeting.  The meeting will be held in 
     Cincinnati, OH on April 28-May 1, 1998 and promises to be the premier 
     event in the P2 community!  
     
     We are specifically looking for papers or presentations on the 
     following topics:
     
     - Innovative Approaches to Using Information Technologies for 
     Pollution Prevention.  How can information technologies be applied to 
     pollution prevention?  We are looking for innovative applications of 
     modeling, simulation, Geographic Information Systems (GIS) and other 
     software to pollution prevention training, program development, and 
     technical assistance.
     
     - How to Use the Internet Effectively.  Now that the Internet has 
     become a mainstream tool, what has been done to deliver information 
     effectively, and what can be done to improve it's effectiveness?  
     Share what you've done in web site design, training, or integration 
     with the other aspects of your program.  We are looking for tools and 
     examples that will advance the effectiveness of P2 Centers, P2 
     Technical Assistance providers, and state environmental programs.
     
     - Linking P2 Information Providers -- An Update on the status of the 
     National P2 Information Network.  The NPPR has been a leader in the 
     development of a national network of P2 information providers.  This 
     session will provide an update on the status of the network and 
     related efforts to link information providers.
     
     If you would like to present information on any of these topics, 
     please send a short (500 word or less) description of your proposed 
     presentation, along with the usual contact information (name, 
     organizational affiliation, phone, and e-mail) to the session 
     co-chairs (listed below).  PLEASE NOTE THAT THE SCHEDULE OF SUBMISSION 
     DEADLINES IS SLIGHTLY DIFFERENT FROM THAT IN THE "GENERIC" NPPR CALL 
     FOR SPEAKERS.  We request that proposals to present be submitted 
     before December 31, 1997.  Selection of proposed papers will occur on

    Some refractory brick will be accepted by the manufacturer for 
    re-use in the production of new product(s).  Should this be 
    possible, AND I AM UNABLE TO SPEAK FOR YOUR SPECIFIC CASE, be sure 
    to comply with any regulations (hazardous waste or otherwise) 
    which regulate the re-use/recycling of waste materials.  
    
    Again, pending regulations and chemical constitutents in the waste 
    (much more important when a waste is placed directly into the 
    environment...and this would NOT be acceptable for a hazardous 
    waste) some alternate uses may include:
    
    1) As an aggregate (which may require processing of the waste to 
    meet gradation specifications) in road base construction or the 
    construction of berms.
    
    2) In concrete or asphalt production...again as an aggregate 
    meeting gradation specs may be necessary.
    
    3) Should the waste be very "clean", use as "clean fill" may be an 
    option, or use as a pipe line bedding material.
    
    4) Should landfill disposal seem the only way to go, it may be 
    possible to work with the landfill to use the waste in a few 
    different ways which may result in free or reduced-cost disposal:
    
    a) As a sub-base in liner construction (would probably require a 
    permit modification for the landfill, processing of the waste, and 
    successful comparison to an existing virgin material, both 
    chemically and physically).
    
    b) As a protective layer over the primary or secondary liner, or 
    as a bedding material for a leachate collection system.  Being 
    above the liner system MAY reduce the need for the material to be 
    as clean as virgin material but a permit modification would still 
    be required.
    
    c) As a daily cover material on the working face, which may help 
    reduce the need for cover soil and associater truck traffic.
    
    d) It's a long shot, but as a layer of "select waste" initially 
    placed above a liner (usually the first 8 or 10 feet) for 
    additional liner protection.
    
    Recently, a foundry (steel) operation told us about a process 
    where liquid argon is used to "blanket" a melt.  The argon reduced 
    O2 and N intake resulting in reduced slag generation and 
    reportedly increased refractory life.  Such a method may be 
    helpful as a p2 option.

Southwestern Ohio has a very active program in place to encourage
voluntary reduction of Ozone.  I don't know about a website, but you can

There is a company having problems with cracking on the floor of their cement containment area.  There are two large (50,000 gallon) holding vessels in this containment area which feed wastewater to a treatment system.  Occasionally there with be a overflow from these tanks which is captured in the containment area and pumped back into the system but there has been some leakage on occasion, potentially from the cracks.  The facility repairs the cracks but they continue to appear.  The company is currrently looking at a membrane to cover the surface of the containment area but fear this too may crack.  Does anyone have information on techniques to resolve containment problems like this?

Taking a guess from 3,000 miles away, it sounds like the concrete floor
itself is cracking.  This action could be caused by:

	the foundation soils (swelling, settlement, freeze/thaw, etc.),

	excess loading above what the concrete was designed for, or

	deterioration of the concrete and reinforcing steel.  

If any of these factors are involved, then a structural repair should be
considered.  Repairing just the coatings will probably not be
satisfactory.

I would be hard pressed to call bare cement containment.  When was the =
last time you saw a plain concrete swimming pool?  If you want to hold =
water you have to coat it and there are lots of products out there.  Is =
the waste water acidic or basic?  How nasty is it and why?  ( for that =
matter if overflow occurs on a regular bases it sounds like the system =
has a serious design flaw that needs to be corrected!)  For starter I =
would look in the Thomas Register, there are 160 listing for companies =
that provide coatings to seal concrete.  (Membranes have typically been =
used when your covering plain ground and coatings are impractical.  =
Getting edges to seal properly and avoiding rips and tears usually make =
installation of membranes more costly than simple spread on coatings.)

This company has two major problems:
     1.  As Thomas Barron pointed out, the slab was not properly designed,
at least for the purpose to which it is now being put.  Properly
reinforced, cured and dimensioned concrete should not behave that way.
     2.  Under no circumstances should a concrete containment area be a
receptacle for wastewater on a regular basis.  I'd ask why it was occurring
-- frequent wastewater system upsets? power outages? improper capacity
system? and try and overcome them first, as well as looking at potential
reductions in influent volume as a way of preventing future overflows.  If
none of these things work, the company needs to install automatic shut-off
valves and install more tankage.

Subject:  Containment Area




There is a company having problems with cracking on the floor of their
cement containment area.  There are two large (50,000 gallon) holding
vessels in this containment area which feed wastewater to a treatment
system.  Occasionally there with be a overfl
ow from these tanks which is captured in the containment area and pumped
back into the system but there has been some leakage on occasion,
potentially from the cracks.  The facility repairs the cracks but they
continue to appear.  The company is currrentl
y looking at a membrane to cover the surface of the containment area but
fear this too may crack.  Does anyone have information on techniques to
resolve containment problems like this?

The annual TRI press release has a lot of toxics information by
industry sector, so if you don't have a copy of the latest press
release you might want to get it.  It is called "1994 Toxics
Release Inventory:  Public Data Release" (I don't know if 1995 is out
yet) and can be obtained by calling the EPCRA hot-line at
1-800-535-0202.  If you call them ask them for a list of pubs, there
might be something else you could use.  

Sector notebooks contain a section on chemical releases and transfers
and have been prepared for about 20 industries.  They are on
Envirosense and can also be ordered from the US GPO at 202-512-1800.

You should try to get ahold of a copy of volume 9, no. 1 of the
journal "Hazardous Waste and Hazardous Materials" (winter 1992).  It
contains several articles that analyzed the one-time TSDR survey that
was conducted in 1986.  

There tends not to be a lot of information gathered on nonhazardous
wastes and the most detailed stuff is from a series of reports to
congress that were conducted in the late '80s.  These were made into
EPA reports, doc no 530-SW-88-011 and 530-SW-88-011B.   

And there's always doing database searches in the TRI, AIRS, and BRS
to see how wastes look by four-digit SIC code.

The state of Texas has "Ozone Action Days"; On these days, when
weather conditions are favorable for the formation of Ozone, the
weather services recommend, through the media, that the public refrain
from activities which may lead to ozone formation.  Examples include,
reducing vehicle trips, car pooling, riding the bus and avoiding running
gasoline engines.  Other actions include refraining from mowing the
lawn, and waiting until after 6:00 p.m. to get gas.   

Local communities get very involved and creative.  I have seen signs
which read "Honey I can't mow the lawn!  It's an Ozone action day!"
Some local transportation systems offer free bus rides on these days.

     Earlier this month, Mark Boylan (wastemin@aol.com) made an inquiry to 
     this list regarding P2 information delivery.  In my reply to him I 
     made passing reference to a presentation I was (at the time) preparing 
     for the recently completed NPPR meeting in Lake Tahoe. 
     
     At the time, I also promised I would put it on the web.  Recent 
     prodding from a couple of P2TECH readers with better memories than I 
     have led me to do just that.
     
     Hence, a presentation on "P2 and the Future of the Internet" 
     (appropriately subtitled "Educated guesses, blind hunches, wild 
     speculation and other evidence that free advice is worth the price").  
     As one might guess, this title was carefully chosen to be so ambiguous 
     that I cannot possibly be held accountable for the assertions & 
     speculations contained therein.  Nonetheless, bowing to peer pressure, 
     I have posted it for public perusal/comment/critique at:

     Note that there's admittedly more heat than light in this 
     presentation, but perhaps the ideas put forward (or at least the web

The greatest advantage of such an efficient communication instrument as the
P2Tech listserve is that a WHOLE LOT of people can receive information
quickly. Of course this can also be it's greatest DISadvantage when the
information is erroneous, considering the amount of straightening out
involved.

I found out after posting the availability of our P2 in Construction
booklet that it is not yet completed. For now, I will put your name on a
list of the (many) folks interested in this document. When it is printed
I'll send you an order form. How's that?

I expect it will be done around the first of the year.
