Since this is the last chance for pollution "prevention"(since all others have
failed or the product wouldn't be on the road to market), I would avoid being
too specfic. Let the carrier and their insurance company decide how to achieve
containment of the worst case. If you specify for less, they mayy claim that's
all the public can expect to be recovered and get to buy all the remediation
cost for the fugitive emmision.
