Supplemental Info on Thailand P2 Project

A few weeks ago, information was provided  regarding a call for 'proposals
for prequalifications' for a pollution prevention/
cleaner technology project in Thailand. This e-mail provides supplemental
information regarding the proposal process.

SUPPLEMENTARY NOTICE AND GUIDANCE FOR PROPOSALS FOR PREQUALIFICATION

January 19, 1998

This Supplementary Notice and Guidance is being issued by the Pollution
Control Department (PCD) of the Ministry of Science, Technology and
Environment as additional details and guidelines for submission of
proposals for prequalification by international consultants for the subject
project, as circulated in late December 1997 and early January 1998.

The only change to the original announcement is in the closing date for
receipt of proposals. Other information presented herein provides
additional details concerning the project, and guidance concerning form and
format of the applications.  Applicants are strongly encouraged to follow
this guidance.

(1)     ANNOUNCEMENT OF CHANGE OF DUE DATE

Deadline for receipt of proposals at the Pollution Control Department has
been extended to 4 p.m. 16 February 1998.




(2)     CLARIFICATION OF ROLE OF LOCAL THAI COMPANIES

While demonstrated ability to work effectively with Thai counterparts will
be helpful at this stage, comparable experience from other countries will
also be accepted.   Identification of a formal Thai joint venture or local
counterpart is not necessary for prequalification, and details of a local
counterpart should not be included in this application.





(3)     NUMBER OF COPIES

The application for prequalification should be submitted to Pollution
Control Department with five (5) complete copies, including any brochures
or attachments.





(4)     SUGGESTED ORGANIZATION OF PROPOSAL

It is suggested that applications include the following information, in
order:

c)      Brief (1 page) Summary Statement of Consultant Capabilities,
Experience, and Interest in the Project
d)      Summary of Relevant Experience
e)      Indicative List of International Experts Who May Be Available for
the Project
f)      Curriculum Vitae of Proposed Team Leader
g)      Attachments - Consultant Brochures, Published Documents Describing
Relevant Work, etc.

Objectives and Scope:
The objective of the Project is to reduce the quantity and improve the
quality of wastewater flows from industry in Samut Prakarn Province by
stimulating widespread practice of cleaner production and industrial
efficiency (CPIE) techniques and technologies. The Samut Prakarn CPIE
approach is based on establishment of the "20/20+ Registry" - a voluntary
industry program that integrates strong public recognition and promotion,
industry-to-industry collaboration, technical assistance, and other support
and incentives. 

Services:
Project management services will be required to: administer the 20/20+
Registry, establish a CPIE resource center, advise local industry, arrange
demonstration of applied CP processes, and set up necessary institutional
structure.  Over the four year project period, approximately 350
person-months of staffing would be needed locally (including domestic and
international staff), with up to 72 person-months of home office support. 
In addition, an allowance is made for up to 60 person-months of technical
specialists, who will be required on an as-needed basis for work, such as
process auditing, with specific industries.
