Martha, I remember reading Public Policies for Environmental Protection by Paul Portney (of Resources for the Future) for a graduate school class. Its a little dated (1990) and the chapters are organized around a media basis but the book does attempt to categorize evironmental legislation on a chronological basis. Hope this helps.
