Property rights in treated sewage effluent

I am preparing a paper on property rights in treated sewage effluent.  In
addition to a general analysis of the issue, with focus on arid western
water rights, I may use San Antonio as a case study, because of a case that
may have arisen there when they tried to implement water recycling and reuse.

I am looking for information, sources, comments, ideas.  Any input will be
appreciated.
