The City of Ft. Collins, Colorado is investigating opportunities for
inserting P2 into the New Source Review process. They are interested in
how/whether other cities have attempted this, including the range from
voluntary programs to mandatory requirements (e.g. changes in land use,
zoning, and building codes). Although air quality provides the policy
basis for the effort, they are interested in implementing multi-media
approaches to P2. The project will focus on commercial and industrial
sources, taking into account all scenarios triggering a new source review
(development, new design/construction, modification to existing facilities,
change of ownership, etc.).
Is anyone familiar with what other cities have done in this area?
