Unit values for avoided commute trip?

Hi Kelly:

I received an inquiry from one of my Directors, Mark Walker of Pacific
Telesis. Did the brake pad partnership (or any other program) try to develop a
unit value to calculate pollutant mass discharge per vehicle mile as a benefit
for **NOT**driving to a job site? We surely can calculate one, but it probably
should have some peer review.
Any suggestions?
