I cannot provide first-hand experience on this approach to surface
preparation.  However, a local technology vendor, Flow International, here
in the Seattle area, markets their water jet technologies for surface prep
applications (among others).  Their website has a small amount of
information covering this application at:

need to contact the company for detailed technical information regarding
