Laminated Phenolic Boards

We have been involved with a company who uses a laminated phenolic board to
manufacture pulleys. Does anyone having any experience with reuse of scrap
laminated phenolic boards? These boards consist of layers of a phenolic based
material and cotton fiber. Also, the company uses silicone (it is carried by a
petroleum based solvent) as an inhibitor to mold and fungus growth. Does anyone
know of any other non-flammable alternatives to silicone? Thank you in advance
for any assistance.
