all I know is that this morning I heard on the radio that inmates in a
prison shop in Cass County (state unknown) decided that the license
plates would be more interesting if they spelled Cass without the "C". I
surmise from this that quality control is important in these places!

Does anyone have any knowledge or experience with license plate
manufacturing, especially at a state prison? I am planning a site visit

such a facility next week, and it would be helpful to have a little
background information. Any leads would be appreciated.
