     EcoLinks Partners          May 1999

     EcoLinks is an US Agency for International Development funded
program
     seeking practical, market based solutions to industrial and urban
     environmental problems in Central and Eastern Europe and the New
     Independent States (CEE/NIS region). Through the partnership
grants,
     EcoLinks promotes environmental partnerships between businesses,
local
     governments, and associations of businesses and local governments
from
     CEE/NIS with their US counterparts. Competitively awarded
Challenge
     Grants of up to $50,000 are available to eligible organizations
from
     CEE/NIS to carry one-year partnership activities in the region.
     Partners from the region and the US must jointly manage the
grant. For
     further information on our program, please refer to the EcoLinks
     website, at www.ecolinks.org.

     To this end, EcoLinks facilitates partnerships for the Challenge
Grant
     applicants from CEE/NIS (Project Leaders) that have project
concepts
     already screened by EcoLinks staff in the region. They are
looking for
     US Partners to work on the application. If the application is
awarded
     a Challenge Grant, the team will jointly implement the project.
The
     following are summaries of proposed projects for this cycle of
the
     Challenge Grants. EcoLinks wants to find US Partners for the
applicant
     organizations in CEE/NIS while assisting US organizations in
finding
     opportunities that expand their business in the emerging,
regional
     environmental market.

     1) Topic:  Environmental Management Systems (EMS)

     Country: Romania

     Company/Organization:  GCLT - SA Targoviste

     Formerly operating as a state controlled enterprise responsible
for
     water and waste management, as well as energy distribution,
GCLT-SA is
     currently under privatization. The municipality has 248 full-time
     employees and serves Targoviste, a medium size city in SW
Romania.  If
     awarded, the Challenge Grant will fund the implementation of EMS
at
     GCLT-SA, followed by the certification according to ISO14000.
They
     are looking for a US Consulting firm to assist them in the
elaboration
     and implementation of the EMS, including the elaboration of
     environmental review, program, and policy.

     2) Topic:  Environmental Management Systems (EMS)

     Country:  Slovakia

     Company/Organization: Puchov Municipality

     The municipality provides services for Puchov, a mostly
industrial
     town with almost 20,000 inhabitants in NW Slovakia. The main
     industries are rubber and textiles. They are currently looking
for a
     US partner to work with them on an EcoLinks Challenge Grant
project.
     If awarded, the grant will fund the implementation of EMS in the
     municipality, followed by ISO 14001 certification.. The US
Partner, a
     similar municipality in a comparable size city or a consulting
     organization that previously worked with similar municipalities
must
     have experience in implementing EMS, including aspects of waste
     management, water and wastewater management, and raising public
     awareness on environmental problems.

     3) Topic:  Environmental Management Systems (EMS)

     Country:   Romania

     Company:  SC Policolor

     SC POLICOLOR  is a private chemical company with about 1100
full-time
     employees specializing in paints and varnishes manufacturing.
Formerly
     a state owned company, Policolor was privatized in 1990. The
company
     has been ISO 9001 certified since 1997 and is currently under
     restructuring to modernize operations and production systems.
Their
     clients are mostly based in Western Europe and most of their
products
     are manufactured under European licenses.  If awarded, the
Challenge
     Grant will fund the implementation of EMS at Policolor and its
     subsidiary in Bulgaria, and ISO 14001 certification. They are
     currently in search of a US consulting company willing to work
with
     them on the full application and project implementation .
