FYI,

Here's the EPA site to get the Fed Register notice and Fact Sheets on the
Universal Waste rule for hazardous lamps, this includes flo tubes, neons,
etc.

The rule is not effective until January 6, 2000.  Since universal wastes are
not considered hazardous wastes under DOT regulations when not manifested,
the lamps will only be required to meet DOT spec packaging
if they are otherwise determined to be a DOT regulated hazardous material.
