Compliance Issues re: coolant or metal turnings/swarf

Subject: Laws Pertaining to Recycling of Specific By-Products "coolants and 
swarf/turnings/borings"

    I've  completing a study on the markets, regulations and economic 
influences relating to recycling  of products such as metal turnings, cast 
iron borings, grinding swarf and other types of metal " chips ".
    I wonder if any assistance can be offered re:associated  laws, 
regulations and compliance requirements at various steps of the generating, 
recycling or disposal process. 

Assumption: Materials generated are classified as non-hazardous liquid or 
solid waste.

ABC Metal Processing Operation generates the following by-products :
A)  liquid "coolant"    
B) Filter media saturated with coolant and containing some amounts of         
         metallics  
C) Metallic chips such as turnings, cast iron borings, grinding swarf  


What are the compliance laws and chain of custody liabilities for ABC Metal 
Processing  in each of the following steps - reletive to coolant and 
metallics ?

A) as product is handled and stored in ABC's facility ?
B) following agreement to have managed by third party recycling contractor ?
C) following agreement to have managed by third party disposal contractor ?

Do the compliance laws differ for the third party recycler when compared to 
the generator ?
Do the compliance laws differ for the third party disposal contractor when 
compared to the generator ?

Do these laws vary State to State i.e. Calif.  Fla.   N.J  Ohio ?
Any assistance or suggestions welcomed/appreciated.
