Not sure what you're really after. Check your state energy office; Search
USDOE and its Energy Information Administration for P2 related studies.
DOE's NICE3 program funds projects that produce both environmental and
energy benefits. Although probably too general to be answered, your question
might be of interest since they regularly review proposals that include
projected industry-wide energy & environmental benefits.

Hi all,

Has anyone developed or utilized a methodology for determining energy
savings from pollution prevention investments?

We are interested in calculating or projecting potential savings on a 
state-wide scale and
the would only need to be "in the ball park" numbers.  Any suggestions?
