P2/CP Opportunities in E. Europe



Colleagues

Below are listed opportunities to partner with E. Europe / Central Asia
organizations trying to implement cleaner production / pollution prevention.
The Ecolinks program (www.ecolinks.org) supports partnerships with $50,000
grants.  Some of these requests look like they could develop into good
long-term institutional partnerships, which Ecolinks also supports with a
different grant program.  If you are at all interested in international
CP/P2 opportunities please check it out, and also please forward this
message to anyone you know who might be interested.  If you do plan to
respond, please let me know with a copy of emails sent since I am an
occasional adviser to Ecolinks and would like to know if this particular way

EcoLinks is an US Agency for International Development funded program
seeking practical, market based solutions to industrial and urban
environmental problems in Central and Eastern Europe and the New Independent
States (CEE/NIS region). Through the partnership grants, EcoLinks promotes
environmental partnerships between businesses and local governments from
CEE/NIS with their US counterparts. Competitively awarded Challenge Grants
of up to $50,000 are available to eligible organizations from CEE/NIS to
carry one-year partnership activities in the region. Partners from the
region and the US receive direct funding from EcoLinks and must jointly
manage the grant. For further information on our program, please refer to
the EcoLinks website, at www.ecolinks.org (under Challenge Grant, Request
for Applications).

To this end, EcoLinks facilitates partnerships for the Challenge Grant
applicants from CEE/NIS (Project Leaders) that have project concepts already
screened by EcoLinks staff in the region. They are looking for US Partners
to work on the application. If the application is awarded a Challenge Grant,
the team will jointly implement the project.  The following are summaries of
proposed projects for this cycle of the Challenge Grants. EcoLinks finds US
Partners for the applicant organizations in CEE/NIS while assisting US
organizations in finding opportunities that expand their business in the
emerging regional environmental market.

? One US organization can express interest in partnering in more than one
application but no more than two. However, if approached by more applicants,
the US organization will have to decide on one organization with which to
apply for a Challenge Grant.  If you need more information or are interested
to work together with organizations in CEE/NIS in applying for a Challenge
Grant and implementing one of the projects described below, please contact
the Ecolinks staff member indicated at the end of each project description
by March 9, 2000.

TOPIC: CLEANER PRODUCTION

1)Country:  Bulgaria
Company/Organization: Hydroizomat PLC

Private company Hydroizomat PLC founded in 1962 is the biggest producer of
bitumen hydroinsulating sheets and membranes for roofs, bridges and tunnels
in Bulgaria. In an effort to bring their products closer to the
international quality standards, the company staff is working on
implementation ISO 9000 Quality Management System and EMS based on ISO
14001. They are looking for a US company to work with them on an EcoLinks
Challenge Grant Project involving comprehensive environmental audit of the
company focusing on waste minimization and reuse.  The desired partner is a

2) Country:  Bulgaria
Company/Organization: JSC Sevko AD

Private company Sevko AD was originally founded in 1928 and is among the
leaders of leather industry in Bulgaria. The company employs 270 people.
They are looking for a US company to work with them on an EcoLinks Challenge
Grant Project focusing on waste minimization and reuse of leather trimming
waste.  The desired partner is a consulting company or similar organization

3) COUNTRY: Croatia
Company/Organization: Croatian Association of Leather and Footwear
Manufacturers

The Association represents the leather and footwear industry in Croatia.
The Association was established in 1952 and has 7200 members and 62 member
organizations.  The Association employs 1 full time professional and has an
annual budget of $16,000. The Association is looking for a US partner to
work on an EcoLinks Challenge Grant project.  The purpose of the project is
to identify ways to reduce pollution created during leather processing.
Potential partners must have experience in tannery effluent treatment and

4) Country: Croatia
Company/Organization: Vukovar-Srijem County

Vukovar-Srijem County, located in Croatia, is currently dealing with the
problem of waste management.  There are about 70 non-regulated waste dumps
in the region.  The county is looking for a partner to work with on an
EcoLinks Challenge Grant project who can assist in registering the current
situation on non-regulated waste dumps and in determining the types and
quantities of waste.  This information will then be used in the following
activities: a pilot-test for new dumps transformation, a pilot-test for
garden composting, waste recycling, recycling of the contents of septic
tanks and creating a management and data acquisition system.  The partner
will also assist in finding the right technology to implement the solutions.

5) Country: Kazakhstan
Company/Organization: OZAT

Joint - stock company AHBK-OZAT, established in 1962 and formerly
state-owned, is one of the oldest and largest in Kazakh textile industry.
It specializes in production of various fabrics and apparel.  They are
looking for a US partner to work with them on EcoLinks Challenge Grant
project.  If awarded, the grant will fund the implementation of cleaner
production and efficiency measures, which would decrease contamination of
wastewaters and reduce water consumption.  The desired US partner is a

Company/Organization: JSC "RMU KH"

Joint - stock company "RMU KH" is responsible for collection, transport and
storage of municipal solid waste in Karaganda, second largest city in
Kazakhstan. They are looking for a US partner to work with them on EcoLinks
Challenge Grant project, which will focus on waste minimization and
development of integrated waste management system.  The desired US partner
is a consulting company or similar organization specializing in municipal

7) Country:  Kazakhstan
Company/Organization: JSC "Altynalmas"

Privatized company "Altynalmas" was established in 1993. It specializes in
mining and processing of gold, precious metals and gemstones and produces
jewelry. They are looking for alternative technologies to decrease the use
of toxic liquids and minimize the generation of wastewater in their
production process. The prospective US partner, a consulting company or
similar organization with industry experience, will help to conduct
comprehensive environmental audit and develop relevant recommendations.

Company/Organization: JSC "Kurylysh materialy"

Privately owned company produces building materials. It is located in
Almaty, former capital of Kazakhstan, and employs 307 people. They are
looking for a US company to work with them on an EcoLinks Challenge Grant
Project focused on solid waste minimization and reuse.  The desired partner
is a consulting company or similar organization with industry experience.

Company/Organization: Photographic Studio "Nadar"

Photographic Studio "Nadar" is a partner in private JV "Distributor". It
provides a variety of photographic services to public and private clients
including advertising, art photography, reportage shooting, digital
photography and processing of films. The studio is established in 1995 and
employs 5 people. They are looking for a US partner to work with them on an
EcoLinks Challenge Grant project, which will focus on recycling and reuse of
waste photoprocessing solutions. Potential partners must have experience in
photographic production, recycling and reuse of waste photographic

10) COUNTRY: Ukraine

Company/Organization: JSC "Vtormet"- Konstantinovka

"Vtormet" specializes in recycling of ferrous and non-ferrous waste
materials. The company employs 475 people and was recently privatized. They
are looking for a US partner to work with them on an Ecolinks Challenge
Grant project to improve environmental performance of their new battery
recycling technology and find ways to reduce emissions released into the
atmosphere. The potential partners must be familiar with the electric arc

11) COUNTRY: Ukraine

Company/Organization: JSC "Briquette"

JSC "Briquette" established in 1997 specializes in manufacturing of
anthracite coal briquettes from coal waste.  The company has 140 employees
and produces 50,000 tons of briquettes per year. They are looking for a US
partner to work with them on an Ecolinks Challenge Grant project to improve
their coal waste processing technology in order to make briquettes
production cleaner and products environmentally safer. The potential
partners must have experience in utilization of coal wastes. (Contact:

12) Country: Romania
Company/Organization: Bistrita City Hall

Bistrita is a city in Western Romania with 87,000 inhabitants that produce
40,000 tonnes of domestic waste annually. The city has only one waste
landfill situated on the left shore of Bistrita river currently under
modernization. Bitrita city is interested in developing an integrated system
of municipal waste management, including collection, separation and
recycling before disposal. They are currently looking for a US Partner to
assist them in preparing a feasibility study of different options and find
the best solution for Bistrita's specific conditions, under a Challenge
Grant. The desired Partner offers consulting services in waste
management/minimization field and could assist them in implementing a pilot

13) Country:  Russia
Company/Organization: Vladimirsky Agar Plant Co. Ltd., Vladivostok

Vadimirsky Agar plant is one of the largest producers of agar (natural
polymers made of marine algae) in Rimorsky region. Established in 1930, the
plant employs around 170 people and in 1999 had annual revenue of 200,000
USD. Besides the production of agar, the plant is processing fish and
seafood.  The technological process of agar production uses alkali and
produces waste with high pH that is dumped in river Bujanicka. The proposed
project aims at modernizing the production process at the plant to minimize
waste and waste water. Also it will look into the possibility of recycling
marine algae waste to produce fertilizers. The plant is looking for a US
partner that could assist them in assessing technology options for marine
plants processing, including a financial analysis of these options. The
desired partner must have experience in the industry and expertise in

14) Country:  Russia
Company/Organization: Closed Joint-Stock Company "Resource", Khabarovsk

JSC "Resource" has 26 employees and was established in 1992. The company is
licensed to process metallurgical, chemical and ore mining waste products.
"Resource" process used car batteries but the technology used currently is
out of date and inefficient. The company is looking for a Partner to work on
a Challenge Grant application. If awarded, the team will work together to
analyze the situation at the plant and assess clean technology options to
select the most feasible solution. The desired Partner has experience in
similar projects and is familiar with modern technologies used in processing
battery waste. The partnership should offer a possibility for Resource to

15) Country: Russia
Company/Organization: Belost Co, Ltd.

Belost, a private company, was established in 1998.  Belost treats wooden
boards to be used as railroad ties.  The company employs 40 people and had
recent revenues of $30,000.  In the late 90s, the government banned the
chemical that was being used to treat the wooden boards, and the company was
forced to slow operations.  However, demand for the treated boards is
growing, and there is no other producer in the region.  Therefore, the
company is looking for ways to modernize production and comply with
government's requirements.  Belost is seeking an American partner to work on
an EcoLinks Challenge Grant project.  Belost seeks a partner that has
experience in the technology and production of wood processing saturation,

16) Country: Russia
Company/Organization: Shakhta Sinegorskaya, Sakhalin region

Shakhta Sinegorskaya, a coal mining company, was founded in 1998.  The
company employs 480 people and had $1.1 million in revenue in 1999.  Shakhta
Sinegorskaya is looking for a US partner to work on an EcoLinks Challenge
Grant project.  If awarded, the grant will be used to improve the
environmental performance of mining operations and to minimize/recycle
waste.  The desired partner is a business that has experience in solid waste

17) Country: Russia
Company/Organization: OOO Kristal, Sakhalin

OOO Kristal, a privately owned lumber company, was founded in October 1998
and currently employs 15 people. OOO Kristal is seeking a US partner to work
on an EcoLinks Challenge grant project.  The company wishes to work with the
partner to explore the feasibility of using its saw milling and timber
harvesting wastes to produce fuel briquettes.  The partner should have
experience in dealing with milling and timber harvesting wastes.  (Contact:

18) Country:  Russia
Company/Organization: Vladivostok Heat Electric Power Station (HPS) 2.

HPS 2 is a division of Joint Stock Company Dalenegro responsible with the
energy production and distribution in three out of five Vladivostok
districts. They have 1450 full-time employees and an annual revenue of $28
million (1999). The technology used at the plant is based on incineration of
coal generating more than 600 thousand tons/year of ash waste stored in ash
dumps. HPS 2 is looking for a US partner to work on a Challenge Grant
project that aim at minimization of waste products and their composite. If
awarded, the project will study the possibility of implementing advanced
technologies of smoke gases cleaning and ash recycling at HPS 2.  The most
significant result will be a feasibility study/bankable project on the plant
restructuring to be used in obtaining funding for project realization

19) Country:  Russia
Company/Organization: "PiK" Private Trading and Producing Co.

PiK is a small size company located in Khabarovsk. Established in 1999, the
main activity is manufacture and commercialize various wood products,
including furniture, window and doorframes, etc. The company is facing
environmental and economic problems, mainly due to the out dated equipment
used in the production process. Currently 30-50% of their timber raw
material is wasted in the production process, generating slab, wane, wood
chips, and sawdust. The proposed project focuses on wood waste minimization
and recycling at each production cycle thus increasing the enterprise's
profitability while diminishing adverse environmental impact. Pik is looking
for a partner with experience in similar projects able to provide consulting
and recommendations concerning the selection of proper cleaner technology
and measures to be implemented in the production cycle (contact: Ioana

20) Country:  Russia
Company/Organization: AVIS Company

AVIS is a small size company located in Vladivostok. Established in 1998,
the main activity is the production of construction finishing materials,
mainly underpaint putty). Most of the profit is spent currently on upgrading
and reconstruction of production facilities as the company is planning to
expand its production in near future. The company is facing environmental
and economic problems, mainly due to the out dated technology used in the
production process that generates raw material waste (with high content of
nitrocompounds, oil polymers, and alkalis).  The proposed project has the
objective to identify the most feasible cleaner production technology and
recycling of waste to be implemented in the production cycle. AVIS is
looking for a partner with experience in this type of industry that can
assist them in developing a business plan and selecting the technology and

21) Country:  Russia
Company/Organization: Khabarovsk Cardboard and Bitumen Felt Plant (Joint
Stock Company)

The plant was established in 1952 and specializes in soft roofing materials
production. The plant, one of the largest of its kind in Russia Far East, is
a joint stock company today and employs around 600 people with sales that
totaled $3.3 million in 1999.  The production process at the plant is
currently generating 600 tons of waste annually. The proposed project has
the objective to identify the most feasible cleaner production technology
for waste minimization to be implemented in the production cycle. The plant
is looking for a partner with experience in this type of industry that can
assist them in selecting the technology and measures to be implemented as
well as developing a business plan for potential investors (contact: Ioana

22) Country:  Russia
Company/Organization: Khabarovsk City Administration

The city administration is responsible with waste management and running the
waste disposal facilities in the city of around 600,000 inhabitants.
Currently, the city faces serious problems with the collection and disposal
of household waste. The city's proposed project has the objective to
restructure the existing system by spin off the existing landfill into a new
municipal enterprise and creating conditions for development of
competitiveness in the field of waste management. The city and their Russian
partner are looking for a partner that can assist them in getting familiar
with the US experience in the field of solid waste management, develop the
legal base for competition in waste management services, including reforming
tariff regulations as well as creating the economic base for attracting

WATER QUALITY MANAGEMENT

1) Country: Bulgaria
Company/Organization: Municipality of Gotse Delchev

The municipality of Gotse Delchev is located in southwestern Bulgaria, along
the border with Greece.  The population is about 35,000.  The municipality
is seeking a US partner to collaborate on an EcoLinks Challenge Grant
project.  The purpose of the project is to find solutions to the
municipality's wastewater problem (currently wastewater is dumped untreated
into a local river) by studying the current situation and assessing and
implementing new treatments using efficient technologies.  The ideal partner
has experience in sewerage investigation and wastewater assessment and in

2)Country: Bulgaria
Company/Organization: Arbanassi Plc.

Arbanassi Plc is a manufacturer of non-woven textile products.  The company
was established in 1894, employs 160 people and has annual revenues of $1.5
million.  At present, the company's production facilities discharge toxic
wastes into surrounding farmland and a nearby river.  Arbanassi is seeking a
partner to collaborate on an EcoLinks Challenge Grant project.  The purpose
of the project is to assess the company's current treatment and disposal
practices and to implement new strategies and technologies to reduce or
eliminate the production of pollutants at their sources, and improve in the
treatment and disposal of wastes.  The desired partner has experience in
needle-punched non-woven technology and has been successful at reducing or
eliminating the discharge of wastewater and toxic wastes.  (Contact:

3) Country: Croatia
Company/Organization: PPK Karlovac, meat industry

PPK is a mid-sized company that produces and processes meat products.  The
company was established in 1992 and has 245 employees.  In 1998, income was
$20.7 million.  PPK is a publicly owned company.  PPK is looking for a
partner to work on an EcoLinks Challenge Grant project.  The purpose of the
proposed project is to find ways to reduce water consumption and improve the
handling of wastewater.  PPK would like to find a partner that has
experience separating and purifying wastewater in the meat industry (solids,
oil and detergents) and that can provide a separator and purifier for waster

4) COUNTRY: Croatia
Company/Organization: Darkom Ltd., a public utility company

Darkom Ltd. is a public utility company.  Among its main activities, Darkom
supplies drinking water, drains and filters waste waters and supplies gas to
approximately 20,000 customers.  The utility was established in 1964 and
employs 109 people.  The annual budget is 3.25 million dollars (1999).
Darkom is looking for a US partner to work on an EcoLinks Challenge Grant.
The objectives of the proposed project are to reduce water leakage, reduce
water production costs (energy consumption, maintenance of facilities and
equipment), ensure regular water distribution, and improve the quality of
water filtering.  The potential partner must have experience in dealing with

Company/Organization: Almaty Klem

Joint - stock company "Almaty Klem" established in 1992 employs 280 workers.
It uses modern equipment to produce a variety of carpets from traditional
natural row materials.  They are looking for a US partner to work with them
on EcoLinks Challenge Grant project to decrease contamination of wastewater
and reduce water consumption.  The desired US partner is a consulting
company or similar organization with extensive industry experience and

Company/Organization: Vodokanal

Public enterprise "Vodokanal" was established in 1961.  It is responsible
for municipal and industrial wastewater and potable water treatment. They
are looking for a US partner to work with them on EcoLinks Challenge Grant
project, which will focus on modernization and improvement of inadequate
waste water treatment process that led to significant deterioration of water
quality in one of the biggest rivers of the region.  The desired US partner

Company/Organization: Soloduhina Juice Company

Collectively owned company established in 1998 produces soft drinks and
tinned fruits and vegetables. 1200 people are employed by its two
subdivisions: garden and a factory. They are looking for a US partner to
work with them on EcoLinks Challenge Grant project to develop a water
management system focusing on water conservation that can be subsequently
replicated by other Ukrainian juice producers.  The desired US partner is a

Company/Organization: JSC "Rosy Bukovyny"

Private company located in Western Ukraine produces soft drinks and bottled
water. It was established in 1993 and employs 231 people. They are looking
for a US partner to work with them on EcoLinks Challenge Grant project to
conduct a comprehensive environmental audit focusing on water management.
The project should result in specific recommendations, which would help the
company to achieve international quality standards. The desired US partner

9) Country: Romania
Company/Organization: SC CSR SA Resita

SC CSR SA Resita is a state owned steel products manufacturer with almost
4000 employees and almost 30 mil. USD annual revenue. The melting and steel
refining process is using water as cooling agent therefore the plant has
high water consumption rates and the concentration of pollutants in the
wastewater discharged in a nearby river is exceeding the admissible limits.
The proposed project aims at developing water conservation and recycling
measures as well as reducing the contaminants content of residual waters to
comply with existing standards. They are looking for a Partner to work on a
Challenge Grant application and if awarded, to implement the project. The
desired partner has experience in similar projects and expertise in water

10) Country: Romania
Company/Organization: SC CELHART DONARIS SA, Braila

SC Celhart Donaris is a pulp and paper mill located on the Danube, in the
South of Romania. The facility was established in 1959 and currently employs
1,571 staff. The existing technologies have been used since 1966 and even if
some upgrades have been done, the technology is still out of date and the
mill's operation is not in compliance with European standards. Some
wastewater qualitative parameters exceed legal requirements in Romania and
the water consumption is high. SC Celhart Donaris is looking for a US
Partner to work on a Challenge Grant project to find solutions to improve
their production process and assist with a compliance program. The desired
Partner provides consulting services, has experience in the industry and
expertise in clean technologies, wastewater treatment, and water

11) Country: Romania
Company/Organization: Lugoj City Hall

Lugoj is a city located in Western Romania with 50,000 inhabitants. The city
's old water treatment plant is not functional so industrial wastewater and
sewage are discharged into the Timis river with no preliminary treatment.
The city is looking for a US Partner to assist them in preparing a
feasibility study of different options and find the best technological

Darda Municipality is located in northeastern Croatia and is comprised of 4
villages.  In 1991, the population was 8685.  The municipality is looking
for ways to reduce energy consumption in residential and business spaces.
The current sources of energy for the municipality are coal, wood, which
heavily pollute, and electricity, which is very expensive.  Darda is
searching for a partner to collaborate on an EcoLinks Challenge Grant
project.  The purpose of the project is to find ways to increase energy
efficiency, such as through the use of passive solar energy and new building
materials.  Darda proposes to build a model building to show the savings
that can be earned by using energy more efficiently.  Darda would like to
find a partner that has experience using natural energy sources to heat and
cool residential buildings.  Darda has worked with the Urban Institute.
