RE: P2 videos to train Air Quality Inspectors
You may find that there is not much out there in the way of training videos that address what you are looking for. I'd suggest you also consider PowerPoint slideshows or similar multimedia formats, which will likely be much more common. If you do not find anything that fits your needs, a slideshow would be rather easy to produce with the help of a consultant or TAP than a video. They can also be much more easily updated if regulations or other particulars change.
I've had good success doing this in Minnesota, although the audience in our case was hazardous and solid waste inspectors, not air quality.
