P2 & Sustainability Opportunities at Remediation Sites+
Our apologies for duplicate distribution of this information.
Minnesota Pollution Control Agency staff, with stakeholder assistance, just published the "Toolkit for Enhanced Opportunities for Pollution Prevention and Sustainable Activities at Remediation Sites" at http://www.pca.state.mn.us/programs/p2-s/remediation/index.html. This Internet-based interactive toolkit is designed to promote P2 and sustainable activities (P2/S) that may enhance environmental outcomes from cleanup, site business operations and redevelopment at remediation sites. The toolkit accomplishes this by relating a limited number of options to the cleanup process; increasing access to existing expertise capable of assisting with the development or implementation of P2 and sustainable projects; and streamlining the process of evaluating and selecting site-appropriate options. Many of the options also apply to uncontaminated sites. The resources and case studies could be used, for example, to help design P2/S into smart growth and community-based planning efforts, supplemental environmental projects, industrial stormwater pollution prevention plans and basin management strategies or to assist regulatory staff with directing their customers to nonregulatory technical and business assistance.
The Toolkit may be helpful to those outside of Minnesota since the resources and case studies promoted are not all state-specific. Especially because the project was partially funded by an EPA Region 5 P2 Demonstration Grant, we hope it will inspire development of additional tools for P2/S regulatory integration. What? Pollution Prevention at Contaminated Sites?

What's the problem? What's the opportunity?
The "Toolkit for Enhanced Opportunities for Pollution Prevention and Sustainable Activities at Remediation Sites" is aimed at:
* Increasing enhanced environmental outcomes through voluntary means;
* Linking brownfield cleanup and development with regional economic and environmental strategies, such as community master planning and smart growth initiatives;
* Complementing existing regulatory tools, and
* Advancing performance tracking.
Which Sites Apply?
Minnesota Pollution Control Agency programs included in this initiative are the Voluntary Investigation and Cleanup (VIC) Program, the Superfund Program and the Resource Conservation and Recovery Act (RCRA) Corrective Action Program. Although this initiative was not developed with petroleum tank release sites or closed landfill sites specifically in mind, some of the guidelines are applicable. A majority of the options also apply to uncontaminated sites. The Toolkit guidelines will be applied to sites at the discretion of the Responsible or Voluntary Party or the site Owner. Regulatory staff, communities and development agencies can promote opportunities presented in the Toolkit.
Who's Interested in Using the Toolkit?
The Toolkit is intended to assist interested regulatory staff, regulated parties, developers and community planners and residents with developing and implementing cleanup remedies, site operations and developments that aspire to:
* Avoid contributing to the buildup in the environment of naturally-occurring substances which cannot be safely assimilated by ecosystems or humans, such as heavy metals and carbon;
* Avoid contributing to the buildup in the environment of substances produced by society which cannot be safely assimilated by ecosystems or humans;
* Avoid ecosystem manipulation or resource use which undermines the ability of global, regional and local ecosystems to renew themselves;
* Dramatically increase the efficient use of natural resources so those resources are not further depleted;
* Shift to production models inspired by nature's ability to consume its own waste; and
* Use energy and other resources fairly and efficiently in order to meet basic human needs.
