The Dept. of Energy Industrial Assessment Centers
provide audits to small and medium businesses and are located at
www.oit.doe.gov/iac.
A good source for a protocol is an Energy Audit text put together by the
Association
of Energy Engineers. I don't believe guidance is on their website, but you
can probably
find the book at www.aeecenter.org
