Re: P2 and Inspections

In Illinois, P2 is promoted by three state agencies, the IL EPA, the Waste Management and Research Center and the Department of Commerce and Community Affairs.  The IL EPA is the state agency that oversees environmental protection regulations for the state.  

The IL EPA has been integrating P2 into inspections since 1997.  I gave a presentation on our efforts at Florida's P2 Conference.  I've attached the paper from that presentation.

Some updates since that paper was written:

1.  We've changed the Feedback Summary to a checklist.  It is going out this week to all inspectors so I don't have any information on how well it is working.  There has been much debate within our office about whether a checklist is a good format.  A draft of the checklist has been used in one of our regions since the beginning of this year.  The results are encouraging.  The number of inspections with P2 suggestions has increased.  The number of inspectors giving P2 suggestions has increased. The types of P2 suggestions given are more diverse.  

2.  We've moved a pollution prevention engineer from the Office of Pollution Prevention at IL EPA headquarters to one of our regional offices.  So, we now have 4 P2 engineers/specialists in the field.  

3.  Due to staffing limitations in OPP, follow-up with our legal staff, permitting staff and planning staff has been very minimal.  We are hoping to have another person on board in OPP soon.  After that person has been here a while we will hopefully have more to report in these areas.
