Diesel Mitigation Measures



Hey folks, we will soon be asking federal and Region IX state
construction project EIS reviewers to consider recommending that the
project construction companies implement the following diesel exhaust
mitigation measures. Please review and provide me with any
suggestions/edits you may have. Thanks.

List of options for reducing diesel emissions.

   Require diesel equipment be properly maintained.

   Lease or buy newer, "cleaner" diesel equipment, 1996 or newer model
   year.  For construction equipment using certified on-highway truck
   engines, obtain engines meeting 2007 standards which are 90% cleaner
   than current engines.

   Prohibit engine tampering to increase horsepower (engines should be
   tuned to meet the engine manufacturer's specifications).

   Use low sulfur diesel fuel (with a sulfur content of 15 ppm or less).

   Reduce diesel emissions using EPA or California certified and or
   verified control technologies like traps that capture about 80% of
   the diesel particulate and specialized catalytic converters
   (oxidation catalysts) which control approximately 20% of diesel
   particulate, 40% of carbon monoxide, and 50% of hydrocarbons.  The
   level of control is based on operating conditions.  Control
   technologies can be used together to maximize reductions in diesel
   emissions.  These controls should be used on all diesel engines where
   determined to be technologically feasible.

   Install oxidation catalyst control systems on stationary internal
   combustion engines that according to some performance tests achieve
   about 70% control of CO and 65% control of gaseous hazardous air
   pollutants (formaldehyde, acetaldehyde, toluene and benzene).

   Evaluate the use and availability of other types of engines such as
   electric, liquified or compressed natural gas, hydrogen fuel cells,
   or alternative diesel formulations (e.g. electric dredging
   equipment).

   Reduce traffic trips.

   Set standards to minimize idling of diesel equipment.

   Commit in the NEPA/CEQA Record of Decision to implement the
   appropriate proposed options.
