Solid waste dilemma



Greetings:

I am working with a municipal landfill authority that has a problem with one
local company disposing of several tons each week of a solid waste
(plastic), despite providing the business with a choice of recycling/reuse
outlets for the material.  The business has expressed a verbal interest in
diverting the material, but simply will not follow through, despite the
economics.  The material from this business alone makeup about 15% of the
total material at the landfill.

Are there any existing programs out there that have created regulations or
rules to deal with a similar situation?
