Effluent fee reductions for P2?



Hello all.  Here in Peru the govt is considering an effluent fee to
encourage polution reduction.  They are considering a two-tier system, in
which firms that implement P2 measures would get to pay less.  However they
are trying to think of a way to match the fee reduction to the investment
and resulting savings that the firms obtain, so they dont allow too much
reduction for what might be sham P2 investment.  Does anyone know of such
schemes already in existence, or of any more simple schemes where firms with
P2 practices get to pay less for emissions discharges?  Personally I am not
very optimistic about them figuring out a way to link actual P2 investments
to fee reductions, seems to require vast amounts of on site inspection of
the investments.
