I can't help you with the perchlorate exposure and health effects question but you may be interested in some current perchlorate efforts.  I don't know of any real P2 for the problem though there was once talk of a DOD "green missile" program.  

The DOD Environmental Security Technology Certification Program (www.estcp.org) has demonstrated a treatment system for wastewater containing ammonium perchlorate (http://www.estcp.org/projects/compliance/199710v.cfm).  

Most of the work is remediation. For instance, the Interstate Technology and Regulatory Council (www.itrcweb.org ; ITRC members are 40+ states supported by DOD, DOE, EPA) had a team that developed a decision tree type guidance document (http://www.itrcweb.org/user/isb-8r.pdf) and slides on perchlorate remediation.  I can facilitate contacts with the ITRC folks if you're interested in pursuing.

	It is the most disturbing report on government approved carcinogenic VOC
	contamination of drinking water with families suffering from cancer filing
	class action law suits.

	 This carcinogenic polluition is all over the US.

	 The Environmental Working Group has a website review the issue.

	 Has anyone had any experience with Perchlorate exposure pathways to
	populations and cancer clusters?
