Use of galvanized metal is an effective rust preventative and could
eliminate the need for the undercoating step entirely.  Many vehicle
manufacturers use an Electrophoretic Dip Operation (e-coat, EDP)  for rust
prevention.  It is a major capital investment but in high volumes the
cheapest way of preventing rust and has very low emissions.  Powder
application of anti chip coatings also exist.  There are lots of low VOC
solutions out there for rust prevention.  It is usually a matter of their
being willing to do something differently.
Question:  Why is the hap essential to their rust preventative coating?  If
it stays in the coating it isn't emitted.  If it evaporates as part of the
application process it isn't essential for rust prevention.  Most vendors
have a no-hap low-VOC formulation for use in areas where rules are stringent
such as California.  If they're intent on minimizing change I'd start there.

Hello all,

I am working with a company that paints and finishes trucks who may
have to get an air permit if they cannot find a substitute for their
undercoating material.  Their undercoating has a rust preventative that
has High levels of HAPs.  Does anyone know of any other undercoatings
out their that may be low to no vocs and contain no HAPs?  They've tried
a water-based product that did not provide as good of coverage and was
not easily sprayed.  Plus, they take the solids out of their spent
thinner and add them to this undercoating, but I think the solid
addition may not be possible with a water-based product.  Any leads in
the right direction are appreciated.  Thank you.
