Alternative to IPA for cleaning silicone lenses

Does anyone know of a HAP - free, VOC free cleaner to replace Isopropyl
alcohol for cleaning silicone corneal implant lenses? The cleaner must
not leave a residue and needs to remove contaminants from handling and
clean room atmospheres (fibers in air, fingerprints, etc.). The cleaner
must also be able to be verified for use by FDA because the part being
cleaned is placed in the human body.
