Cam Metcalf has authored a great chapter on planning and implementing a 
prevention-focused EMS.  You can have both in one.  You can find this 
chapter at <http://www.pojasek-associates.com/Activities/CH06.pdf>  This is 
Chapter 6 in the US EPA publication, "An Organizational Guide to Pollution 
Prevention."  I hope you will find this useful.
