RE: EMS vs. P2 Plan for Government Department

          The Environmental Management Report (July 2003), QSU Publishing
Co. (886-225-3122), reports 2,837 ISO 14001 U. S. "certificates"; 1,038 of
these in four states - MI, OH, IN, IL.  The U. S. Census of Manufacturing
(probably on-line) would provide the total number of manufacturing
establishments.  The percent calculation won't be exact however, because
the certification bodies don't distinguish between multiple and single-site
registrations.
