Incorporating P2 in Air Quality Permit for Hazardous Waste Incinerator

Happy new year to P2techies.

I am wondering if anyone has a case study of how P2 principles and
provisions were incorporated into an air quality permit for a captive
(non-commercial) hazardous waste incinerator.

Given that the incineration facility is at the very end of a chain of
events after a waste has already been generated, what -- if any -- are
the practical intervention points whereby prevention and reduction
activities could be promoted?

Thanks,
