P2 opportunities for drum recyclers?

Please help this gentleman, Patrick Luu at Luu@eproactiveconsulting.com,
find any information on how best to manage the hazardous wastes coming
out of 55 gallon drums as they recondition the drums for reuse.  Patrick
would appreciate any/all info on how go more efficiently cut down on the
washwater and how to handle/treat/recycle/reuse the haz waste sludge
generated by the clean out process.  He (and I) know that p2 would occur
way up stream from this end process, but, this is what he is dealing
with.  Thank you for any help you can provide.
