With all the recent references to historic debates on the definition of P2, is it now settled that all energy efficiency improvements fall under the P2 umbrella, which I'm repeatedly told the NPPR has embraced, or is only those energy efficiency improvements that eliminate the generation of waste/pollutants at the point of energy usage (i.e. not just at the power plant)?
