You may want to look at a waterborne or hot melt formulation. Gorilla
Glue makes a PVC pipe cement that is waterborne-

Looking for alternative primer for gluing plumbing fixtures.  

The purple primer the company is currently using has cyclohexanone at
50 ppm (over the NIOSH Recommended exposure limit), plus MEK, and
acetone.   The main ingredient of concern is the cyclohexanone.
