Energy Conservation Incentives from Electric Companies

The President was discussing restructuring electric bills “like California” to reward people for conservation.

What they do is, the utility is able to make money not just on how much energy it sells, but it's also able to make money on how much energy its customers save.”

Does anyone have details on how California’s structure works?  Are there similar efforts outside of California.  I vaguely recall a Swiss company doing this.
