David, here is a survey that Iowa DNR did in 2000,

looking for.

This is a nice volume from EPA in 1996,
http://www.p2pays.org/ref/15/14289.pdf  It contains a review of several
studies plus they did one in the Northeast.

Here is a study from Minnesota in 1991,

This study is for a specific case, and includes breakdown of costs
associated with implementing an EMS, http://www.p2pays.org/ref/23/22872.pdf
That's not exactly what you asked for but it may be useful.

And, this case study is really about implementation of EMS but it's such a
thorough one, I thought you might like it,

FYI, I got all these from the P2Pays InfoHouse, which has recently upgraded

Does anyone have survey information or case studies regarding common
obstacles to implementing projects?  I would also like to know of sources
that identify the average amount of time an environmental manager spends
researching P2 projects versus the amount of time spent on administrative
or other tasks, such as attending meetings, preparing reports, or
participating in meetings on non-environmental issues (e.g., health and
safety, wellness programs, quality).
