SG-W:/ City infill costs



In terms of costs for developing within a city, one of the problems is zoning 
and other charges that add to the cost. Dearborn (There were some free press
articles on this) worked with developers to modify their zoning laws so that 
dense condo developments could be built within the city. Zoneing seems to be
a problem in many cities. Also when we talked to DeRussel a couple of months 
ago, he cited sewer and water hookup charges as a problem. He stated that these
charges can be over $8,000 which is at least double what a drain field and 
well costs on perkable land. Is there a basis for the hookup charges or are
cities jacking up these charges for income as DeRussel suggested?
